Whether any ship's anchor was ever like the heraldic anchor " may be disputed, but it is
probable that the latter is the result of the difficulties of perspective.. The flag shewn
is that of the Lords Commissioners of the Admiralty, and displays the foul anchor,"
which simply means that it is fouled by the cable being twisted round it. In this fonn it
has been used since at least the early part of the seventeenth century, although it
puzzles one to imagine why the Admiralty deliberately adopted a " fouled "
anchor-which can hardly be regarded as an emblem of good seamanship -unless it
be for the decorative effect of intro- ducing the cable into the design.
